Xi Jinping to Appoint New Military Leaders at Beijing Plenum
The Central Committee gathers for a four-day session to fill 42 vacancies and enforce stricter party discipline ahead of the next congress.

Senior officials in Beijing are meeting this week to fill a leadership vacuum that has left key military posts empty. The Fifth Plenum of the Chinese Communist Party began on Monday and is scheduled to conclude on Thursday. The closed-door session brings together approximately 300 members of the Central Committee to determine the party's structure and personnel for the coming years.
The meeting aims to address a major personnel shortage in the party's military wing. The Asia Society Policy Institute estimates that only two of the 44 military members appointed to the Central Committee in 2022 remain in their positions. The rest have been removed following investigations into corruption and moral failures.
The Central Military Commission, a seven-member body that oversees the armed forces, has suffered a similar reduction. It currently consists of only two individuals: President Xi Jinping and one other general. The plenum provides a formal opportunity for Xi to appoint new officers to this powerful council and other senior roles.
State media indicated that the session will focus on tightening discipline within the party. A statement from the 21-member Politburo released in September described the agenda as advancing the comprehensive strict governance of the party. This language suggests a move to ensure greater obedience from regional officials and to align views before the next major leadership vote.
The timing of the gathering is strategic because it occurs one year before the next Party Congress. That upcoming congress will appoint a new central committee and set national priorities. Although the process is technically official, the selection mechanisms remain secret to outsiders. The next congress is expected to reappoint Xi as the country's leader following the earlier abolition of term limits.
Delegates attending the session are facing a tense environment due to the scale of recent purges. The meeting location has not been publicly announced, though previous plenums have been held at the Jingxi Hotel in Beijing. After the session ends, the party will release a summary of decisions and a detailed document outlining its new strategic direction.
